M44 sniper only reloads 1 or 2 bullets if you  reload while running. It can take 3 reloads to get a full magazine

Just make sure you don't do anything that interrupts the reload like taking cover or jumping over something.

I think that might be because it is bolt action, you have to let it fully reload . I noticed sometimes I have to press the reload button twice, kind of realistic lol
