Is this perk normal?

I just received a HE Classic M1A, and my perks are great but the one that stands out its the "skilled" stating "headshot kills increase signature skill resources by 10.5%" which my sig skill refills after 4 - 5 headshot kills. Now I know the Midas has the 5 percent resource for Crit hits but but did I just get super lucky or is this not as big of a deal as I think it is being I haven't Ben testing it out on anything level 32's? Thanks for the help sorry if it's a dumb Q

 
I've watched a few videos where people build tanky setups or DPS heavy setups and keep a moderate amount of health to stay alive. It's a very effective perk. If running a Hard Mode Mission, you can pop your Signature Skill, clear an entire room out with focused headshots, and your Signature Skill is recharged. So, it's useful for mostly PvE content. Some people say it has a use in the Dark Zone as well, but headshots don't come nearly as easily if you're worrying about NPCs as well as Rogue Agents.

I'd say mess around with it a little bit, and see if you like it.

 
I would love to have this weapon. Could be great for a support oriented marksman. having Pulse and Tactical link will make your team hit hard.

 
It's not that big of a deal really. Takes a TON of dps to kill quickly enough on higher level mobs or players to make the talent effective, even with tac link already up, and those levels of hit require sacrifice elsewhere to attain.

It's fantastic using pulse and then popping a sig skill and my Crit hits are 300k+ so even the 32 npc's aren't too difficult and I can crank out 4 and get my sig skill back the only issue is the set up high firepower/skill requirements so my health is miserably low.

 
Yeah. Finding that nice little balance on your stats is going to be tricky. Personally, I'm a fresh 30 (only hit 30 two nights ago) and mostly play solo when my brother isn't around, so farming drops for improvements isn't effectively feasible for me at the moment. Currently, I'm sitting on 70k DPS, 60k HP, and 15k Skill. Only got 1 HE piece, and that's my gloves. Everything else is Superior, with one blue piece. Yeah.. I'm lacking. >.<

You can always augment your stats a little with mod slots on your gear to increase your Stamina. That'll help you keep the improved base stats given by the gear, and then you add in mods to make up for what's lacking (health, in your case).. or reroll stats in the Tech Wing to better augment stuff. Just a few suggestions.
