Garment District Safe house side mission glitching

I have completed all mission, encounter, etc and picked up all items. The problem is when I try to complete this side mission, I cannot speak to the JTF officer in the safe house. It says i have to but nothing allows me to speak to him. I have checked the locker in the safe house also. Thoughts?

This happened in two safe houses for me, eventually they just allow you to complete them so check back periodically. If you're in a group with people trying leaving the group so you're on your own, that worked for me on one occasion. Also perhaps just restart your game? They will work for you eventually though, I wasn't the only one in my group that ran into this particular problem.
