cannot remap ENTER key

I cannot remap the ENTER key. It is not an option in the key bindings settings. I want to map it to  SPRINT, as that is the mapping I use in every other game (play left handed with the arrow keys). I also manually edited the user.bindings file under C:\Users\<username>\Documents\My Games\Tom Clancy's The Division.  I changed the KB_SPRINT option to "28" (hex 1C), which should be the ENTER key, but the game auto-changes it back when I start.  UBISOFT, your user-base plays many other games and muscle memory is important to playing effectively. Please update to allow full control over the key bindings.
