Armour Skill question

O k I pick up a Backpack with a skill that return's 5% Health from kill's using skill can somebody explain does any skill work with this or just skill's like Mines and such which cause physical damage

My understanding on this has been with skills that cause damage.  I've typically used relentless packs (what you have) with a turret of some kind.  I'll usually beef up the duration, health, or damage on the turret and then let it work like a poor man's support station.
