The Special Vendor for me and a couple of my friends is super off, my stats are better than them and the blue prints for the guns that i get are very weak compared to theirs which are super HIGH.  I would like some answers this is one thing in the game that has me really confused and almost seems unfair.  

Liberator Blueprint DMG 5653-5469

My friends is DMG 7951-8767

keep in mind everything i have is higher than his

Your gear impacts it. If your friend is wearing gear that gives a damage increase on assault rifles, he will see a higher number than you.

exactly - and even if your gear is higher than his, you might not have the +DMG (on gloves?) for that specific weapon type. 
no it does not effect the blueprint stats, i tried. i lower my firearm skill to like 300 and other two to like 100. nothing changed on the blueprint

what you gear impact, is the stats AFTER you craft the weapon, it DOES NOT change the range of the potential DMG on the blueprint

Sorry. I misread the original post. I thought we were talking about the actual guns. I never checked it out on the blueprints.

 
maybe the vendor RNG's their stuff based on each character.  i have 2 lvl 30, but the game won't launch so i'm reinstalling and can't check.
