No bounties in foggy bottom

So the first activity for scout mission 2 in y6s2 requires me to do a bounty in foggy bottom. Problem is for two days in a row there has been none in foggy bottom. And everyone I have asked hasn't had one in that area either. How does the devs expect anyone to play the season when an objective literally requires pure luck of the ring to even attempt it.

If you can find either Rescue Operations or Public Executions (and save both people) they drop bounties. I can't even find them in Foggy Bottom...

Did a few Control Points in region, and Execution popped up, good luck.

Nice find. It would be even better if bounties spawned more consistently in Foggy Bottom.
