I've want a MP5 ST for a while, however it has managed to avoid me. The successors UMP and USC are good. Not sure how they compare to the MP5

Got an MP5 ST last night myself.  One of my favorite SMGs, although I like a PP-19 with a large mag too, lots of rounds down range.

I been hanging between Tier 3 and 4 myself and I am trying to get more of a stable gear set for Tier 5 but I think it's based on a players preference and comfort zone honestly

WT is more dependent on your toon's GS.  There's a suggested GS for each tier, similar to how mission difficulties have suggested GS.

Tier 1: GS 0 to GS 163
Tier 2: GS 164 to GS 182
Tier 3: GS183 to GS 204
Tier 4: GS 205 to GS 229
Tier 5: GS 230 to GS 256

These are suggested numbers.  However, with your first toon, you'll have to acquire I think at least 3 pieces of gear at the GS cap in the tier you're in before the next tier opens.  For example, you'd need 3x GS 163 items to unlock WT 2.  

Also note that the highest GS an item will drop at is the cap number for the WT you're in and when you open caches or season pass supply drops, they'll also be at the cap for your WT. 

Pro Tip: If you get a cache and are almost to the next tier, try to find a piece so you can get to that next tier BEFORE you open the cache. Once you switch tiers, open your cache and you'll be granted a couple items at the new cap.  This can kind of help you jump tiers, but be warned that unless you're geared for the tier you'll probably get owned by the NPCs.
