Who Gets The Rogue Kill

Does anyone have a definitive answer to this? 

Is it A) the person who gets the last shot in or B) the person who does the most damage?

I'm asking because a lot of times I'm bashing dudes skulls in and I don't get the kill, I always assumed it was last bullet/bash wins but I feel like this might not be the case. Anyone?

I'd be interested in this as well. Same thing happens to me as I run up and "kill" the agent it says someone else has killed him/her. I always just assumed server lag.

When the enemy is downed the bash gets the kill

 
Not true. I have many occasions where I get to the player as they are crawling around and many times I've not gotten the xxx agent killed on my screen. 
Hmm well everytime i have bashed someone i have got the bounty... not sure how it works then sorry 

 
And I am just basing it off of my actual in-game experience. Clearly I am not alone as the OP has asked the same question, that he runs up and "bashes" the rogue agent but yet he doesn't get the kill. 
Yeah as @MichFan said there's been plenty of times where I bash a crawling rogue and don't get the kill. Maybe other people are shooting him right as I'm bashing him or something, however the chance of that happening 100% of the time can't be that good

Well how else would work? It wouldn't make sense say person A shoots Rogue and then falls behind and the person B catches up to the rogue finishes off the kill why would Person A then be rewarded with what Person B Finished. Surely the choice of who gets the kill is between who puts the player on the floor or who bashes him. Not the person who inflicts the most damage

I understood the question but your looking at it beyond the point no offence but it would make no logical sense for the person who inflicts the most damage to get the rogue kill that or The Division Devs haven't explained well enough who gets the kill... I've always presumed the person who bashes the rogue gets the kill but my hands are in the air you guys are smart, you are probably right

I'm just looking for solid evidence one way or the other because as I said previously there has been a number of time where I bash an agent that is on his knees and I don't get a kill, wasn't trying to anger anyone. I would also agree that who ever gets the last shot in should get the kill regardless of how much work they put in. A kill is a kill.

The Division Developers have not explained who gets the kill, i'd say its between the final shot or the bash. I cant see it being from who does the most damage but who knows... Let us know if you find some solid evidence

 
When they are downed they are defenseless. It would seem disappointing that the person who finishes off a defenseless player gets the kill, not the person who downs them. 

Though, I guess they can be revived. Do you still get the kill?

Or they could choose to respawn. Guess someone still gets the kill.

I only encountered my first rogues last night (solo). So, not a lot of experience to claim, though a noob's observations..

It is definitely not by damage. I took a guy down to less than 20% health and someone  else got the last shots. that wasn't my kill.

Then I got the last shots on another rogue which downed him. It didn't confirm the kill until I finished him off. It could still be by downed, just doesn't confirm until he's finished off/respawns.

my rogue kills is... well.. only one from last night.   but from last night I was wondering too.

 
I think there are more mechanics the game is computing before we see it on screen. I just had a few rogue incidents and I totally owned 3 of them, but didn't get the kill, and I didn't do much to one guy and got the kill. So I think it's just behind the scenes computing based on last bullet hit.

I don't think there is a definite answer. I have over 100 rogue kills and have had encounters where I saw a downed rogue and put a full clip in him and got the kill and other encounters where I did all the damage had to reload and someone bashed him and I got the kill. Yesterday I was fighting one guy and got him to a sliver of health then his buddy came over so I retreated and as I was running away  the screen popped up saying I killed him soooo idk.

 
I have also done a lot of damage and not gotten the kill because I did not get the last hit - Would def. like an answer on this

From the looks of it and my experience in general, it's the guy that deals the final blow to the rogue causing him to crawl that gets the kill. Bashing or finishing him off while in the crawling animation I dont believe does anything.
