I have all hunter masks but only have 7 ivory keys can any one tell me why

I've read that there is/was an issue with whether you killed a hunter in your own instance or someone else's instance when teaming up. Though people's experience with this varies.

Are you able to respawn any hunters? Or is that locked out for you now?
