My buddy is the same level as me, his damage is over 1000, stamina 600.  my damage is 700 and stamina 384.  i have some armor that i cant mod for some reason, is only certain stuff able to a mod?  need some tips on increasing those so i can do more damage and live longer

 
To answer your question. Yes not all Gear has Mod slots. Its a Random perk. Just like 6% Elite Enemy damage or +200 armor. Some have mod slots. Some don't. But your still low level my man. Don't sweat it. Keep grinding and you will find better gear pretty easy.
