Alright, I have been trying every time I have played for a week now almost every night cycle and I cannot get the wraith hunter to spawn at the monument just south of capital hill. Iv looked at every video, post, and thread that I could find. Most of them tell you to go to the monument after 2100, shoot out the light that is on (the square light facing towards the monument that is on the left side of the flag pole if you are looking directly at the monument) and then do the salute emote and it should spawn the wraith hunter.
After a week of attempts, I am officially losing my mind! (this is the last ivory key I need to open the crate).
I have heard a few things about this, some people have told me its a bug, the "salute" emote is not working at the moment.
If this helps anyone who knows I will list all of the things I have tried that most of the people on various sites have said to do to get him to spawn if it is not working.
-Restart/relog into the game
-Retry on a different difficulty (I have tried it on all difficulties Normal-Heroic)
-Make sure you do not have any directives OR global events enabled
-Try with a group
-Try it with a player who has not obtained any of the hunter masks
-Try it solo (which is how I have got the other 11 DC hunter masks)
-Try the salute emote in different locations around the monument
-Salute the flag pole instead of the monument
NONE of these worked
After the last attempt I made, I did the salute emote from 2100-0500 which is the entire night cycle (THATS A LOT OF SALUTING) but to no avail.
Some help, or even the clarity of knowing that it is in fact bugged (if that is the case) would be much appreciated. I did as much research as I possibly could looking up how to get this hunter to spawn but I simply cant
From what other agents in game that have gotten the mask have told me, they did say this was the most difficult hunter for them to spawn, and that they ran into similar issues but it ended up working for them.
I will continue to try, because the completionist mind will not allow me to give up, or be beaten by this measley hunter. If I do get him to spawn I will edit this post with how I did it in case there are any other agents out there having the same issues.
