I just did this last night, and yes, it's a pain. Clear all the adds, then kite him around using nothing but the Oxidizer Chem Launcher on him. It took 45 minutes plus of going around the outside circle with him and hitting him with the chem launcher. Just when you are about to give up his armor will start coming off. Use a skill build so you are not waiting on the chem launcher to refresh as much. If you see white damage numbers, you know the oxidizer is working. Just hang in there and it will work and you'll get it done.
