PC Full screen and Windows access

Just installed The Division on my PC (finally upgraded my graphics card).

However, I am a little confused. When the game is playing: 

- how can I set the screen as full screen (no taskbar, etc.)?

- If full screen, and I want to move my mouse to another monitor to check Windows things in general (mainly OBS), how?

New to this, so thanks in advance

 
I got an answer on another forum:

In the settings screen you can choose fullscreen. If in fullscreen mode, press escape once to bring up the menu. Then you'll have an on screen cursor and can click on any of your monitors to perform normal PC functions.

Here's hoping this helps someone else, too.
