I initially downvoted this because it sucks, but no sense in shooting the messenger.  I was more concerned that it would negatively affect @RimBlock's profile on here. 

 
I suppose the question is, "Do I want this, and do I need this...?" 
Need,  not necessarily, want, I dunno.  After the 1.4 update, vanilla Division has gotten a lot better.  You can play dailies and roam the DZ or LZ and get pretty decent loot.  Also, there's 2 incursions that were free with some of the updates, so there's probably more than enough content without DLC, if you're casually playing maybe 8-10 hrs/week.  And with 1.5, I think there's going to be work that will better balance PvP and the DZ. 

That being said, UG and Survival being completely different play experiences to the vanilla game:

• UG gives you a choose-your-own-adventure (I may be dating myself) form of game, where you pick directives (0-5) that complicate the game and number of phases (1-3) as well as a difficulty (normal to heroic) and even poof, out of the black box comes your very own "mission".

• Survival will first and foremost pit players against the elements and a clock in the form of a disease that you contract, starting you with bare bones equipment (a low level pistol and basic clothes) and forcing you to collect food, water, meds, and make your own gear.  While you can play PvE, it's also possible to crank up the challenge of fighting off other players by playing in the PvP realm.  

As I said, if you're not planning to play hardcore over an extended period of time, you can probably get away with the base came and the free updates it gets.  However, if you're going to be playing much more than 10 hrs a week you might consider reading the DLC notes and look at reviews on UG and Survival.  Also, there's a 3rd and final yr 1 DLC that will drop qtr 1 2017 that we really don't know anything about.  

Hopefully the above skins some of the mud from the waters.

Last one though.  Last stand all comes out at the same time and hopefully future ones also will (if it continues).

Update: A few notes from Update 1.5 in detail.


SUMMARY OF WORLD TIER 5


  • World Tier 5 will be added in Update 1.5. It will feature level 34 enemies and raise the maximum Gear Score to 256.
  • A new World Tier allows us to level the playing field so that all our players are on equal footing, get rid of unbalanced legacy gear and offer upgrades to the players that were already at maximum Gear Score when Update 1.4 was released.

SUMMARY OF NAMED GEAR


  • We’re adding six special Named gear pieces to World Tier 5, which will all have special talents.
  • These Named gear pieces will drop from Survival, Field Proficiency caches and specific places in the game.
  • The FrontLine Gear Set has been added to the game.

SUMMARY OF NEW WEAPONS


  • In Update 1.5, we’re introducing 12 new weapon types and four new Named weapons.
  • The B.L.I.N.D rifle has been added to the game. It’s now called the Urban MDR Assault Rifle.

SUMMARY TO ARMOR AND SHOTGUNS


  • The armor stat is currently seen as the best in slot stat for rolling on gear and we’re investigating how to change it in the future to make room for more decision making when creating your builds.
  • The change of Enemy Armor Damage from a minor to a major attribute that we tested on the PTS has been reverted. Enemy Armor Damage will still have an effect in PvP.
  • The strength of the aim assist on shotguns has been lowered, together with changes to their accuracy and headshot base damage bonus.

SUMMARY OF ECONOMY CHANGES


  • Activities on higher World Tiers have had their credits and Phoenix Credits rewards increased.
  • Vendors will now sell items based on your Gear Score, not World Tier. Caches have become slightly more expensive in the higher Tiers.
  • Enemies will now have a chance to drop crafting material when killed.

SUMMARY OF STAGGER AND STASH SIZE CHANGES


  • Stagger will now have an effect in PvP.
  • The stash size has been increased from 70 to 150 items.
  • Update 1.5 will also feature other balance tweaks and bug fixes.

Yep, tri-shotty may still be viable but autoaim is nerfed and stagger is not PvE stagger gut causes the victims aim to flinch each time they are hit.

'Get rid of' just means 'to make irrelevant' in this case as a new gear tier will have most moving on to new gear and discarding the old stuff.  A 'clearing out of the closet' so to say for new better gear.

 
Yup, been running through to gather the last bits in world tier 4 as much as my Phoenix credits allow ... respec'd a bit (got my LVOA-C up to over 900rpm!)...still looking for some gloves.

Also, stocked up on Cashe's ....  I have about 15 now ready to open of various types after the patch. See if that makes any difference to what might come out.

caches have been confirmed to be locked to the gs you bought them at so opening them post patch in WT5 will still only get you WT4 items (GS 229) items at the max.

saying that, what items you get has not been confirmed afaik so even though they may only be GS229, you may get 1.5 items / weapons.

i have just been saving cash to buy caches with when 1.5 drops.  Up to around 2.8mil normal credits now with each cache on the PTS costing 400k. they mentioned that WT5 cache cost would be a bit higher and 200k -> 400k seems more than 'a bit' so they may be cheaper than they were on the PTS.

 
I've been stockpiling my caches earnt. They'll be T4 gear, but I should get some of the new stuff, sell the rest. And my PCs are max , so I can open them after i spend some PCs to top up as well.

Unfortunately won't be getting into 1.5 until Wednesday, but with Thanksgiving break I should get 2-3x the amount of time I usually get in week to play.

That's what I'm hoping for. Most aren't purchased caches but earnt ones but I'm assuming the same "lockdown" will be in effect but it would be nice to have a swathe of new 1.5 items!
